If you want the lips to be red, put the color red between the white and put the layer on darken

You can get the results the other way too.

In CS2 and CS3, select the area around the lips eith with pen tool or quick mask then goto Image > Adjustment > Replace color > Select a shade of the lips with preselected Eyedropper tool. Now just slide the Hue / Saturation / Light and see the difference onthe go.
