Total was 2GB.... From my home broadband.....

Thats really a high rate.
Here internet cafe'-s have a rate of around 8 - 12 Rs per hour.

Yeah exactly, That much rate is very high. Infact, we here have 10 Rs per hour in most of the cafe's. Furthermore, You downloaded only 60 MB in one hour? From a cafe ? Whoa..I download 60 MB's in 3-5 minutes.
