Undeveloped :

If the domain is ..... as the name says... undeveloped.
i.e., no website has been developed on the domain. And the domain is sold as it is.

Developed :

If any website has been developed on the domain. & the domain has started receiving some good traffic. And the domain is sold with / without the website.

It's not just the question which domain - an undeveloped or a developed one - is worth more...

In case of a developed domain, you already have some traffic and maybe even can get an established website right away. On the other side, you also take over the reputation of the previous domain owner and if it was bad, you have to work very hard to compensate this.

Seen an undeveloped domain, you are free to do anything with it, no matter in what direction. But it requires significantly more efforts (and money) to get a business running there.

Of course, there are also other considerations as well.
