It's not just the question which domain - an undeveloped or a developed one - is worth more... In case of a developed domain, you already have some traffic and maybe even can get an established website right away. On the other side, you also take over the reputation of the previous domain owner and if it was bad, you have to work very hard to compensate this. Seen an undeveloped domain, you are free to do anything with it, no matter in what direction. But it requires significantly more efforts (and money) to get a business running there.
