Nice, you have forgotten one big item though and it is the social networking sites. You can use them to bring in additional members, too.

If your forum is about fish then put in a post about all the local fish organisations and shop listing their contact details. Everytime someone does a search for one you are likely to come up in serps and hopefully get a new member. Names can be the most powerful keywords because they're not common and bring well targeted traffic!

i think first make your social network .like frineds on different forums and communities. when you have enough good PR, then start asking people to join you.

Provide broad content on your site so that you can get lots of visitors.
Put some controversial topics on board so people want to comment.

I don't think I would opt to join my own forum under different usernames. Something about that seems like it would cause more harm than good in the long run. Now, encouraging friends to join, that I could do. But people can tell if the conversation is trying to be forced, or if it's natural.
