Im not sure then, just search google.

First of all you need a good graphic editing software,
like Paint.NET or Photoshop CS*

Then, you need to learn how majority of the tools and settings work
in that software (whichever you choose).

Finally you would need some (wild) imagination,
to think upon a new smiley.
