I'll not say comment much on the theme, but if I were to rate it, it'll be on 4/10.
Some tips:

1. The background image is too distracting.

2. The red borders are too distracting. Emphasis on the content, not the borders.
A preferred color is a deep shade of greyish brown like the colors in the banner.
It is strongly advised that you do not use too strong a color for borders as it removes attention away from the content.

3. Banner/logo looks great. However, the small image on the right is considered not neccessary.

4. The rounded rectangle surrounding the sub-items seems out of place. It'd be advisable to use sharp rectangles.

5. The content on the right of the sub-item headers (i.e. "Data adaugarii") should be made a different style
by either reducing the font-size for that text, or making it a different color.

6. Increase the padding of the titles in the sub-item headers. It's too close to the borders.

7. For the internal border in the middle, it's advisable to use a slightly different border color.

8. Today's generation seeks simpler themes. Please refrain from making themes that look too full of details.
