I made an inquiry to a certain SEO company and I received the following reply:

We generally charge [USD 1250 or so] (Roughly USD 250 upfront and USD 200 every month in the following months) for a contract of six months. We will take the following steps to optimize your website so that it can reach the first page of Google SERP; the steps include:

1. Keyword Analysis

We will first find what keywords we want to target.

2. Meta Tag Optimization

We will add / modify meta tags

3. Alt Tag Optimization

We will place proper texts in alt tags.

4. Content Optimization

In this step, we will add more keywords so that search engines will value your website more highly(?).

5. Directory Submission

6. Article Submission

7. News Submission (Submit pages to Digg and similar news sites?)

8. Link Exchange

All these steps will bring your website at the very first page of Google SERP.

Try to search online cheaper SEO...or outsourcing sites..

That price depends of what keyword you are targetiing...

I think its worth paying since it 1000 USD will serve as your payment for 6 months. 200 USD is not that much and you do all those above

Only we can know exactly what we want.
Employing somebody else to do the keyword research and optimization is not always the best bet.

Learn the basics and start playing yourself.

Btw, of course you can use somebody else's service for the Directory Submissions.
Will save a lot of your time.

Depends on what keywords you are choosing. If it is a big keyword go for it. It could take 100 hours of work to be #1 if your doing it yourself. So if you rather pay 10$ an hour... for quality seo--go for it.
