You can find good quality sites which are related to your topic in Goolge. Try to do link exchange with such site so you will get quality backlinks.

I think 3 way link exchange is the best way to exchange links between site. But exchanging links with relevant and high PR related sites is good than to excahnge link with any site.

I would suggest to avoid Reciprocal and Paid Link Exchanges for better and long term results.

There are various ways to initiate a link exchange with other websites. The most popular method of initiating a link exchange is to email the webmaster of a targeted site and ask to exchange links. You can also find websites looking to exchange links by visiting discussion boards hosted by webmasters. These websites might have link exchange forums or link exchange directories where you can request link exchanges from a specific category or select potential link partners based on other factors such as Google PR or content relevance.

There are essentially 3 types of link exchange; reciprocal, one-way, and 3-way links. Each has its merits, but one-way links are ideal.
1. Reciprocal Links: When you place a link on your website to another's website, and they provide a link back, it is referred to as reciprocal linking. But recently some webmasters have stated that search engines like Google are no longer placing significance importance on reciprocal links.

2. One Way Links: Receiving a link to your website from a third party site is referred to as a one-way link. This is the most beneficial link you can receive, especially if its from a site that has an adequate Google PR and is relevant to your website.

3. 3-Way Links: Providing a link exchange between multiple sites, but not directly to the two primary sites is referred to as a 3-way link exchange. To illustrate, imagine sites A, B, and C. In a three-way link exchange, site A would place a link to site C, and site C would place a link to B. Sites A and B are owned by the same webmaster.

Just search in google with this keywords "your keyword link exchange" just find your related theme site and search they are doing link exchange project...
Other way is contact webmaster who are continues doing link exchange task...find out them source...you can also send link request mail to your theme related site.....and if they are interested to link exchange then they will contact you.

Link exchange gives backlinks.. Backlinks have become so important to the scope of Search Engine Optimization, that they have become some of the main building blocks to good SEO. Backlinks are links that are directed towards your website. Also knows as Inbound links (IBL's). The number of backlinks is an indication of the popularity or importance of that website.

You can do link exchange as mate says find the sites which are niche to your site and mail for link exchange request. Once if other site owner is ready than put that site link in your site and give your site code to that site owner.

Following are some Link Exchange tips that can be of some help to you:

1. Exchange links with websites that will bring you targeted traffic. Targeted traffic means visitors and/or customers that will be interested in your products or services.
2. Keep your link title brief and free of long sentences.
3. Try to keep your link description brief (aim for 200 characters or less).
4. Do not capitalize all letters in your link title or description.
5. Do not give the webmaster a deadline on when they should reciprocate. Webmasters are very busy people and it may take from 1 to 60 days or more. Be patient and in the long run you will receive more quality link partners!
6. Never remove a link partner from your site once they have agreed to exchange links with you and placed your link on their site.
