Yes outbound links may reduce your site PR.

I read some where the outbound link's take the PR of the site.

Yes but if you put outbound link's with "nofollow" attribute than it may not harm your site.

Then maintain your external link, make ensure that they don’t break, check them regularly to ensure that the pages you link to still exist, as broken links can hurt your rankings greatly.

It is depends on out links site. how it is and how it is importance to compare with google algorithm. In seo services this is most important which site's links are out from our site.

If the link is pointing to another web page or website with out any connection with your niche or yourself, then that link is useless. As much as possible a visitor should stay on the site or roam around within the site and might click some of the related links there.

Your outbound links should include your keywords. Keywords in your anchor text help with your search engine placement. Some people recommend that you link to pages with high PR values, but this view actually lends PR value to the page you link to. You should be linking to articles you have written and had published on other web sites.

Those links might be positively affecting your PageRank (PageRank does not go down from "bad" links like those from adult sites). In general, you don't have to worry about bad links like that which point to your site that aren't under your control.

In my opinion, there's no backlinks that can hurt your website because if that would happen, your competitors might be doing that now. In fact, Google said that:

Probably nono of us really no for sure, as we do not know how exactly google algorithm works, right. But I have seen succesful websites with a lot of outbound links, so it probably does not hurt that much. But do not overeact because google itself says if you have more than 100 outbound links on one page, it may get difficult for google and other engines to properly access and index your page.
