I do not think so if this one is related with your niche.
But however outbound links should be minimum and never look like as you are selling links.

If you are selling links, it can hurt your Search Engine Ranking. But as long as you keep them to a minimal and do not show that you are selling links; you should be ok.

Outbound links (YES) should be kept to a minimum and should be weighed by the amount of links that you have coming into your website.

If you have the outbound links for the website which one is well established and reputed in the eyes of google than they wont care about that.

Bottom line is Google hate that website which sale links.

Well said, you definitely shouldn't only focus on getting text links in, but should also be giving some out

I won't link with sites that have more than 30 links, sometimes 20 depending on the Pagerank of the actual page. You need to remember...every link on the page gets a percentage of the overall pagerank for that page, so the more links a page has, the less pagerank you will get. And you should only exchange links with sites that are in your same industry, not direct competitors, but in the same area of business.

Yes out bond links may hurt your ranking, if you put hundred links on a single page. I think you should just give 10 out bond links on a single webpage.
