Default Identifying Quality Backlinks

Hi SEO Guru's, my thread is simple, I'm attempting to start an IBL campaign for my site but am having trouble identifying quality backlinks that I should acquire. Is there an efficient way of finding niche blog sites or keyword targeted sites that I don't know about?

I've seen SEO software that promises excellent link suggestions based on keyword, are any of these reliable, are there free tools that identify possible backlinks?

I apologize if I'm asking a rehashed question, if I am a link to a post would suit just fine as an answer. Perhaps I need a tutorial on proper search methods myself if that's the case. O.o

Do not rely on any software package. They are associated with a number of complex problems and errors. Try to do it manually as far as possible. You have to get relevant inbound links from good site that means no porn site, no black listed websites.
