To be perfectly honest, I don't see much difference between the two. Frontpage has less features or whatever, but Dreamweaver is REALLY easy to use so it kind of seems like IT would be the one for beginners. I do prefer Dreamweaver, though, for some reason. Although, I do get annoyed with how it screws up when layers start to get involved, as well as trying to have things in tables lined up properly...
