Help needed!!!

I am wanting to start developing on line or published CD/DVD training sessions for remote site employees.

I need to find an easy to use authoring program that does not cost a fortune or need annual licensing fees.

I have read plenty of information and alot leads me to ask about LMS and hosting. Some programs are cheap but rely heavily on their LMS.

If not a program for something I am only developing and know nothing about will cost thousand, which is unrealistic. I think I am being sucked in because I know nothing about what is needed.

Can anyone put me in the right direction please
