For photo/image manipulation, a free tool that is close to the functionality of Photoshop is GIMP. For web design, there is Kompozer. It is like Dreamweaver, you can also design web templates and has different views- actual design view, html code view, stylesheet view. It is very user-friendly that even a newbie can use it.
